We might be the worst franchise of all time when it comes to drafting quarterbacks:
2006: VY #3rd overall
2011: Jake Locker #8th overall
2015: Mariota #2nd overall
You can even make the argument that McNair was above average for most of his career.
I posted this in another thread but we are not the only team that does this. Most of the league goes through this. I’ll stick to the first 2 rounds despite ours all being firsts. I’ll also leave the last couple years out since they still are not prove. One way or the other.

64 QB taken first/second round since 2000. 15 lasted 5+ years on the team that drafted them (23%). Pennington, Vick, Brees (I’ll give him benefit despite less than 5 with SD), Palmer, Eli, Big Ben, rivers, Alex Smith, Rodgers, Ryan, Flacco, Stafford, Newton, Luck, tannehill.
Goff looks like he may just be the next Alex smith/Bradford of the league. Clearly of those 15, not all were considered “franchise” QBs as they still traveled (Pennington, Vick, Alex Smith, tannehill)
Point is, most teams swing an miss. There’s also a bunch of late round picks that worked out better (or at least as equal)
