I think we are crossing two topics. One is pure talent evaluation/acquisition and the other is team building. They are not exactly the same thing.

Rosters turn over. What I you need this year you might not in 4 years and so you have to cut something.
But, you do judge a GM on both. Resigning may fall into the poor evaluation bucket or poor team building bucket. The poor team building bucket, in my estimation, is usually a product of being reactive to roster needs and not proactive.That’s my point.
