I dont know if a team would be willing to eat half of a franchise tag contract for a 2nd rounder. If I recall, when the tags started, that was closer to how they were used, now they seem like a 1 year, non-negotiation, trade bait deal where the player is held hostage.
At least for arguments sake on waiting, teams have a lot of other contracts being juggled.
